§ 13.5-4. Regulation of on-premises signs in "B-Transition," "P" professional, and "SP" semi-professional.

  • (a)

    Criteria . The B-Transition zoning, "P" Professional and "SP" Semi-Professional zoning are located in transitional areas between residences and businesses, with professional or semi-professional offices being located in former residential structures and calls for special treatment of signage and promotional identification to distinguish the location of nonresidential from residential uses. In response to the unique characteristics of this zoning, the following criteria shall be utilized:

    Prior to application for a permit, a signage plan for new sign structures, both freestanding permanent and attached permanent, designating location, size, type, and color of signage must be reviewed and approved by the planning and zoning commission at their regularly scheduled meeting. Reasonable deviations to the sign guide are allowed at the discretion of the planning and zoning commission to allow for variances in building design.

    For new structures. Attached sign plans must be submitted along with facade applications to planning and zoning for new structures, subject to review and approval at their regularly scheduled meetings. Permit fees shall apply.

    For existing structures . Attached and freestanding sign plans must be submitted to planning and zoning for review and approval at their regularly scheduled meetings permit fees shall apply.

    If replacing an existing sign with the same size sign (as long as it falls within the perimeters of this sign guide) permitting and approval is not needed. However, electrical permits shall apply if necessary.

    On single and multi-occupancy premises one (1) freestanding identification sign not to exceed five (5) feet in height with a maximum length of eight (8) feet from pole to pole and situated no closer than ten (10) feet to property line as well as to any public right-of-way.

    Freestanding signs may not be internally lit but may be illuminated from a front facing light.

    Allowable materials for freestanding signs in B-Transition zoning districts can be:

    (1)

    Wood. Where the framework or standards upon which the sign rests may be wood which is commercially available and treated with approved preservative. Sign supports may be no more than two (2) in number and shall be six (6) x six (6) posts of sufficient strength and foundation to preclude the need for visible cross bracing.

    (2)

    Masonry or stone signs with raised lettering.

    (b)

    Attached signage per street frontage. At the time of submission for a permit, a plan review application must be submitted as well as a signage plan for new sign structures, both freestanding permanent and attached permanent, designating location, size, type, and color of signage which must be reviewed and approved by the planning and zoning commission at their regularly scheduled meeting.

    One (1) attached sign on front facade of building not to exceed twenty (20) percent of the square footage of the facade on which sign is located with measurements beginning at the top of the front door or windows then measuring up to the top or peak of building and from side to side of the continuous linear surface in which sign is located not broken by angle. Should this section in which sign is located extends forward or is recessed away from this surface then this area is to be measured edge to edge and from the top of door or windows to the peak or top of the building. These may be internally or backlit signs.

    (c)

    In B-Transition zoning districts. One (1) rear identification wall sign can be displayed on or at rear door of each separate business entity for purposes of emergency access and deliveries only. Such sign shall be limited in size to the minimum size required by the state fire marshal. Any door not utilized as a primary entrance way for patrons during normal business hours or not opening directly onto the patron area of any premises shall be considered a rear door.

    Any sign restrictions in place by landlords that are more restrictive than these regulations in size and location of tenant sign shall take precedence. Materials for attached signs in B-Transition zoning districts:

    (1)

    Incombustible materials. Corrosion resistant metal or other incombustible materials.

    (2)

    Fiberboard. Highly compressed fiberboard not less than one quarter (¼) inch in thickness.

    (3)

    Approved plastics. Plastic materials which are deemed fire resistant when tested in accordance with the American Standard.

    (4)

    Wood.

    (5)

    Metal.
