§ 15-3. Draining hydrant water.

It shall be unlawful for any person to drain water into or upon the streets or sidewalks, or to deposit the same upon any street or sidewalk in such a manner, and in such quantity that the same may become injurious to health, or offensive to smell, or to create any pool or pond of water, or offensive wet place on any street or sidewalk.
