No person shall make, or cause to be made, any excavation in any of the streets, alleys,
or sidewalks of the city, of such a nature as to be an obstruction or danger to passage
and travel upon such street, alley or sidewalk, or shall place or maintain any obstruction
of any nature whatever, including fences, posts, buildings, bootblack stands, wares
and merchandise for display upon any of the streets, alleys, or sidewalks of the city,
except as permitted by ordinance or franchise of the city. This section shall not
apply to shade trees growing within two and one-half (2½) feet from the outer edge
of sidewalks.
