§ 19-45. Inspection; cost of cleaning.

The sewerage and waste disposal system of the premises of any resident of the city is subject to inspection at any reasonable time by the commissioner of health and property or authorized representative. If such facilities are found not to be in clean and sanitary condition, the cost of cleaning such facilities and placing them in clean and sanitary condition by the city shall be borne by the owner of the premises or the occupant or both.
