§ 3-1. Operations manual adopted.

The city council hereby adopts the operations manual for the George R. Carr Memorial Airfield defining the objectives, policies, aeronautical standards, rules, regulations and procedures necessary to achieve the highest degree of operating efficiency and safety possible in compliance with the requirements of the city, the state and the federal aviation administration and to establish all such rules, regulations and procedures as statutory which are on file in the city clerk's office.
