§ 5-1. Definitions.

The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Keeper means any person other than the owner, harboring or having in his possession any animal.

Owner means anyone who owns, possesses, keeps, trains, harbors or permits an animal on or about his premises.
