§ 5-3. Unlawful to run at large.

(a)

It shall be unlawful for any owner or keeper of any animal to allow such animal to run at large within the limits of the city.

(b)

Any animal running at large in the city without being in the immediate charge of someone who has control over it may be taken up and impounded by the police department or by anyone whom the department may employ for that purpose.
